When should you use Special Stone?
Use it for the non-stone item evolutions listed in the current help. This is distinct from an elemental evolution stone or Link Stone’s trade, friendship and other solo-trainer conditions.
The help gives an 800-Coin price. It does not state a Lv40 shop gate for Special Stone; that threshold is specifically described for Link Stone. Check current stock without applying Link Stone’s requirement to a different item.
